Abstract

OPNAVINSTR 8023.2A assigns NAVFAC the responsibility to develop standards, criteria, instructions, and manuals needed to plan and design facilities related to explosives operations, and to sponsor appropriate engineering investigations and research. Certain structural performance criteria, intended to protect people and property from sources of potential explosives, require upgrading to fully utilize the inherent performance capability of the structure.
