Abstract

M and S as a Service (MSaaS) is a concept that combines service orientation and the provision of M and S applications via the as-a-service model of cloud computing to enable more composable simulation environments that can be deployed and executed on-demand. NATO MSG-136 investigated the concept of MSaaS and provided technical and organizational foundations to establish the Allied Framework for M and S as a Service within NATO and partner nations. The Allied Framework for M and S as a Service is the common approach of NATO and nations towards implementing MSaaS and is defined by the Operational Concept Document, Technical Reference Architecture, and MSaaS Governance Policies.This document describes the Operational Concept for the Allied Framework for MSaaS. The Operational Concept Document (OCD) describes the intended use, key capabilities and desired effects of the Allied Framework for M and S as a Service from a users perspective.
