Denying VEOs Safe Haven Through Hub and Spoke Aerial Sustainment

Abstract

United States Africa Command (AFRICOM) has struggled with air support for the entirety of its 10-year existence. To meet the demands of the theatre, AFRICOM has adapted to use both military and civilian aircraft to meet its missions. Violent Extremist Organizations (VEO)s in Africa thrive in the vast ungoverned spaces on the continent and efforts by AFRICOM to deny these ungoverned spaces to VEOs have challenged AFRICOMs aerial sustainment efforts. By developing a persistent hub and spoke system, AFRICOM would be able to leverage a wider range of assets, to include Non-Standard Aviation platforms, and more reliably shrink the ungoverned regions that harbor VEOs.
