Evaluation of the Fort Stewart/Hunter Army Airfield Tobacco-free Medical Campus Policy

Abstract

Fort Stewart and Hunter Army Airfield (FS/HAAF), Georgia implemented a tobacco-free campus (TFC) policy at their medical (U.S. Medical Activity (MEDDAC)/U.S. Army Dental Activity (DENTAC)/U.S. Army Veterinary Command (VETCOM)) campuses, which includes Winn Army Community Hospital (Winn ACH), in June 2012. The purpose of this evaluation was to assess the effectiveness of the FS/HAAF medical TFC policy during its first year of implementation using qualitative and quantitative methods including baseline and follow-up surveys (Nbaseline=1,210, Nfollow-up=1,194), focus groups (N=41), interviews (N=11), and informal discussions (N=13). Policy processes and effectiveness were assessed in terms of employee: (1) attitudes, awareness, and support for the policy, (2) exposure to SHS, tobacco use, motivation to quit, smoking-cessation activities, and health outcomes, (3) compliance with and enforcement of the policy, (4) suggestions about what would make the FS/HAAF TFC policy more desirable, and (5) thoughts about tobacco-free Army installations. Results from this evaluation will help improve the existing FS/HAAF medical TFC policy and will inform the implementation of TFC policies at other military treatment facilities (MTFs) as well as Army tobacco-control initiatives. This report summarizes key findings and recommendations from the evaluation of FS/HAAFs TFC Policy implemented in July 2012, completed by the U.S. Army Public Health Command (USAPHC) Army Institute of Public Health (AIPH). This evaluation utilized a mixed-methods approach with both quantitative and qualitative components. The USAPHC Public Health Review Board reviewed and approved both aspects of the evaluation as public health practice. All data for this evaluation were collected between June 2012 and September 2013.
