What to Do with the Selective Service System : Historical Lessons and Future Posture

Abstract

Since the end of conscription in 1973, the question of what to do with the Selective Service System has been asked again and again. Most recently, Congress included a provision in the National Defense Authorization Act for Fiscal Year 2017 to establish the National Commission on Military, National and Public Service to conduct a review of the military selective service process (commonly referred to as the draft).Congress asked the commission to consider the need for a military selective service process, including the continuing need for a mechanism to draft large numbers of replacement combat troops.
