A Stated Preference Analysis of the Determinants of Unit and Soldier Operational Effectiveness

Abstract

As the Army considers end strength and force structure changes in response to changes in the strategic environment, defense strategy and priorities, and fiscal pressures, understanding the attributes and competencies of units and individuals from the Army's three components becomes particularly important, especially with respect to the question of the Army's force mix. More than a decade of operational experience conducting counterinsurgency and related operations should provide ample empirical grounds for assessing relative capabilities of similar units and individuals from all three Army components. Unfortunately, no such assessment appears to have been conducted to date, nor are the data needed to permit such a study available.
