Enhancing-Next Generation Diplomacy Through Best Practices in Lessons Learned

Abstract

Reflective and adaptive organizations are effective organizations. These characteristics are particularly important in today's complex world. The 2015 Quadrennial Diplomacy and Development Review acknowledged that "today's international landscape is more complex than ever before" and lists three lines of effort to promote the innovation necessary to meet these challenges: "support creative problem-solving," "institutionalize policy to encourage innovation while managing risk," and "capture and communicate lessons learned." This research provides theoretical backdrop and exploration into best practices across various fields to prescribe how the Department of State could continue to develop a strong culture of learning and implement an enterprise wide lessons-learned capability. This report should be of interest to organizations seeking to establish, conduct, and sustain effective lessons-learned activities.
