Formative Evaluation of Equal Opportunity Advisor Training at the Defense Equal Opportunity Management Institute

Abstract

In the fall of 2001, USN Captain Robert Watts asked the Acting Director of Research, Mr. Jerry Scarpate, to evaluate the Equal Opportunity Advisor (EOA) training. Thereafter, Mr. Scarpate put out a request for a researcher to serve as lead evaluator on the EOA training. I responded to this request and was on my way to a very important and interesting project. My vision for the evaluation was to examine the multiple-level learning that EOA students engage in. My examination was to be formative in nature that is, I strove to collect data that might be useful as feedback to the Institute. My vision was also to view the EOA training as a small part of the EOA program an organizational development intervention for the Department of Defense, intended to promote the Human Goals Statement of the Department. My preference to view the EOA training as a part of an intervention is based on the purpose for DEOMIs existence. So it is appropriate to think of this report, which focuses on the evaluation of the EOA training, as one step in the direction of comprehensive evaluation. I have written this report with the intentions of contributing to DEOMI as an education institute, whose goals are unquestionably important to the nation. Any apparently negative criticisms are presented with respect for the institution and the individuals who work so hard to make it work. Any apparently positive criticisms are presented in the same light. Both positive and negative criticisms are designed to be formative in nature, so that DEOMI might continue to develop, grow, and serve its mission.
