Developing a National Recruiting Difficulty Index

Abstract

This report documents research and analysis conducted as part of a project entitled Developing a National Recruiting Difficulty Index, sponsored by U.S. Army Recruiting Command and the Deputy Chief of Staff, G-1, U.S. Army. The purpose of the project was to develop a national recruiting difficulty index that provides an empirically defensible basis to communicate with senior Army leadership regarding future recruiter requirements, advertising budget requirements, enlistment incentive budget requirements, and the needed distribution of other limited resources.
