Formative Evaluation of Equal Opportunity Advisor Training at the Defense Equal Opportunity Management Institute
Abstract
In order to learn whether today's students in the EOA training meet the training objectives, it is useful to review the history of DEOMI and its curriculum. This historical review is intended to show why DEOMI's curriculum takes its present form. It is intended to show that the labor-intensive and time-consuming nature of the training methods used in present-day EOA training have a strong historical and pedagogical basis, grounded in social science and education. There are two sources that should be essential reading for any DEOMI scholar and practitioner alike. The first source is the "Education Program in Race Relations," the report of the Inter-Service Task Force on Education in Race Relations (the so-called "Theus Report") (U.S. Department of Defense, 1970). The other is Richard Hope's book, "Racial Strife in the U.S. Military" (Hope, 1979). Both are excellent reviews of the history of inter-group conflict with the military from the nation's founding until the 1970s. Two other sources that are important for understanding the philosophy of the "small group" element of the EOA training are Babad, Birnbaum, and Benne's book, "The Social Self: Group Influence on Personal History" (Babad, Birnbaum, and Benne, 1983). The other is a chapter written by Birnbaum entitled, The Clarification Group (Benne, Bradford, Gibb, and Lippitt, 1975). My reading of these sources indicates that Birnbaum's ideas were the primary influence on the development of the training at DEOMI. Having identified these four excellent sources, I will now summarize from them what is essential information for understanding the findings in this report.
