Talent Development Toolkit Requirements and Architecture Study. Version 1.0

Abstract

Recognizing the alignment of goals between the Advanced Distributed Learning (ADL) Initiative's Total Learning Architecture (TLA) project and the Office of Undersecretary of Defense for Intelligence (OUSD(I)) Talent Development Toolkit (TDT), the two agencies established the TDT Operationalization Project to develop initial requirements and architecture for the TDT based upon ongoing work in the TLA research and development effort. The TLA and TDT projects seek to transition from vendor-dependent Learning Management System(LMS) - based solutions centered around individual courses to open data ecology-based solutions centered around learners. this ecology would improve the quality of the workforce (enhance lethality), enhance insights into workforce planning through data analytics, and increase the sustainability of learning systems in the outyears by reducing dependency on a single vendor's solution (optimize management systems).
