Assessing Department of Defense Use of Data Analytics and Enabling Data Management to Improve Acquisition Outcomes

Abstract

Congress has heightened its interest in the U.S. Department of Defenses (DoD's) use of data analytics in acquisition decision making. The Joint Explanatory Statement of the Committee of Conference (U.S. House of Representatives, 2016, pp. 11251126) accompanying the fiscal year 2017 National Defense Authorization Act (enacted on December 23, 2016) directed "the Secretary of Defense, not later than 1 year after the date of the enactment of this Act, to brief the Armed Services Committees of the Senate and House of Representatives on the use of data analysis, measurement, and other evaluation-related methods in DOD acquisition programs." The scope of Congresss inquiry includes the use of any type of relevant analytic and other evaluation-related methods for acquisition that utilize data, the availability and management of data (e.g., best practices for data collection, delivery, and availability), and opportunities to improve these aspects as they pertain to improving acquisition program management and decision making.
