Assessing Impact to Inform Decisions: A Toolkit on Measures for Policymakers

Abstract

This report provides a brief overview of how to identify what to measure with respect to programs and policies, how to evaluate measures using specified criteria, and how to identify new measures that can contribute to improved decision making, assessment, planning, and communication. It is a summary of material presented at a series of instructional workshops in 2016 and 2017 to help inform personnel from the Office of the Under Secretary of Defense for Policy about how to better understand measurement issues for policies and programs.
