Enhanced Person in the Water: Ready For Rescue Prize Challenge Competition
Abstract
The USCG Research and Development Center is conducting the Enhanced Person in the Water project to gather ideas for improving the detection of a distressed person in the water. DHS administers the execution of prize competitions as authorized in Title 15 U.S.C. 3719 (https://www.gpo.gov/fdsys/granule/USCODE-2011-title15/USCODE-2011-title15-chap63-sec3719). A persistent challenge of the Search and Rescue mission is the difficulty of finding a person floating in the vast ocean waiting for rescue. This effort was to assume no changes be made to the existing CG asset sensor suites. Rather, the focus of this competition was to solicit ideas with potential for prototyping that would improve the conspicuity of the target. In Phase I, ideas were solicited from the general public. In Phase II, the winners and honorable mention recipients from Phase I will compete again in a Piranha Pool. This venue allows these 21 competitors to pitch for the funds required to develop their prototype over a 6-9 month period. At completion of Phase II, these competitors will participate in a limited user evaluation in the field. Prize awards for Phase III will be based on field performance of the prototype. Phase I is complete and is the subject of this report.
