Baselining Defense Acquisition

Abstract

In a February 2017 memorandum titled "Establishment of Cross-Functional Teams to Address Improved Mission Effectiveness and Efficiencies in the DoD," the Secretary of Defense stated his intent to field a larger, more capable, and more lethal Joint force. To fund this expansion, he directed the U.S. Department of Defense (DoD) to make its business operations more efficient by identifying business services and tasks that could be consolidated across the DoD. His direction focused specifically on human resource management, financial management, real-property management, acquisition and contract management, logistics and supply-chain management, health care management, base services, and cyber and information technology management.
