Software Acquisition Workforce Initiative for the Department of Defense: Initial Competency Development and Preparation for Validation

Abstract

The Department of Defense (DoD) has experienced persistent challenges with software development across different kinds of acquisition programs. These challenges, which include schedule delays and cost overruns, can be attributed, in part, to an overreliance on outdated software development practices and methodologies - a problem highlighted by both the Defense Science Board (DSB) and Defense Innovation Board (DIB) in 2018 reviews of software acquisition practices.
