Getting to Outcomes(registered trade mark) Operations Guide for U.S. Air Force Community Action Teams
Abstract
Getting To Outcomes (GTO) is a ten-step process for comprehensive planning, implementation guidance, and evaluation of programs and community initiatives. Research has shown that organizations that use GTO improve their programs and get better outcomes than organizations that do not use GTO. This GTO Operations Guide and four companion content area modules (CAMs) are designed for use by U.S. Air Force Community Action Teams (CATs) to aid each installation in developing its annual Community Action Plan for Integrated Resilience and Violence Prevention. This document provides guidance on how to plan, implement, and evaluate various types of programs, policies, practices, and procedures (P4). The guidance includes where to find evidence-based P4 and measures for their evaluation. Each GTO step is a separate chapter addressing a different activity that is key to running any kind of P4 well. Each chapter contains blank tools and detailed instructions to assist with that chapter's GTO step. The tools provide guidance on how to make decisions needed to plan and evaluate P4 and then serve as a written record of those decisions. This guide is not specific to any content area because the CATs will identify P4 across many different content areas. However, four CAMs that are companions to this guide focus on content and examples of the completed GTO tools for suicide prevention, sleep health promotion, workplace sexual harassment prevention, and stress prevention and reduction.
