Exchange/Sale of Eligible Inventory

Abstract

The ESEI project is a follow-on to the Exchange/Sale of Economic Retention Stock (ESERS) project that investigated adopting a commercial best practice of selling extra inventory to a third party for a nominal percentage of the purchase price. This practice would also allow sharing in the revenue from future sales and an arrangement that allows the government to buy back items to fulfill unforeseen requirements. The objective of the ESEI project is to take the results of the ESERS project; expand them into a Pilot; and investigate the revenue sharing and buy-back options. The ESEI project will also determine if these options are applicable within DLA. If so, the project will recommend the steps DLA should take to implement the new processes and determine what the benefits would be. Recommendations will include required updates to policies, processes, and procedures. If the project is successful, the project team will prepare a detailed transition plan that includes actions required and action offices, information systems change requirements and estimated funding needs.
