Unauthorized and Questionable Use of Appropriated Funds to Pay Transportation Costs of Non-Appropriated-Fund Activities

Abstract

Post exchanges and other non-appropriated-fund activities received millions of dollars of transportation support from the Department of Defense that should not have been financed with appropriated funds. Improper routing of shipments, poor billing and review procedures, inconsistent payment practices, and failure to follow Defense's policies all contributed to the unauthorized payments.
