CURRENCY PAPER PROCUREMENT: Meaningful Competition Unlikely Under Current Conditions
Abstract
Since 1879, the Bureau of Engraving and Printing (BEP) of the Department of the Treasury has bought virtually all of the paper used to print U.S. currency from a single supplier. Concerned about the lack of competition in the procurement of currency paper, fairness and reasonableness of prices paid, and possibility of disruptions to paper supplies, Congress directed GAO, in the 1997 Emergency Supplemental Appropriations Act, to complete a comprehensive analysis of the optimum circumstances for government procurement of distinctive currency paper and report its findings to the House and Senate Committees on Appropriations. GAO received three other requests for a review of the procurement of currency paper.
