Countering Biological Warfare (BW) Pathogens Concept Pt. 1

Abstract

This document presents a capabilities based assessment (CBA) of the Department of Defenses future requirements to mitigate the risk of DOD personnel contracting an infectious disease of operational significance due to the intentional release of a pathogen via biological weapons. The Institute for Defense Analyses (IDA) based this CBA on the IDA-written Countering Biological Warfare (BW) Pathogens Concept concept of operations, as well as a pilot study and wargame with various stakeholders. The specific capabilities necessary to perform defending and mitigating tasks were analyzed to identify gaps and propose materiel and non-materiel solutions.
