Data to Decisions-Terminate, Tolerate, Transfer, or Treat

Abstract

The Department of Defense (DoD) is increasingly concerned that the loss of sensitive data to our adversaries is eroding the competitive advantage of the United States. A framework is needed for building the context and common understanding for cyber decision-making. Federal and State leaders must operationalize intelligence (Incentive and Impact) and information.
