Frameworks for Assessing USEUCOM Efforts to Inform, Influence, and Persuade

Abstract

To achieve key national security objectives, the U.S. Department of Defense and other U.S. government organizations must effectively and credibly inform, influence, and persuade a broad range of foreign audiences. And to ensure that finite resources are allocated appropriately, that plans can be refined, and that key objectives can be realized, it is important to accurately and consistently assess the progress, performance, and effectiveness of these programs and activities. Unfortunately, designing and implementing such assessments can be challenging. This report supports U.S. European Commands (USEUCOMs) information staff (ECJ39) and related inter- and intraorganizational partners in their various assessment design efforts. It describes, in detail, several evaluation and monitoring frameworks for USEUCOMs current and future efforts to inform, influence, and persuade various audiences. The frameworks are specifically designed to support and complement existing processes used by ECJ39. The report also provides guidance on the design of planned and ongoing efforts as a way to help ECJ39 evaluate and monitor influence activities.
