Marine Talent Marketplace: An Initiative to Enhance Talent Management for the United States Marine Corps

Abstract

This qualitative research consists of an in-depth study of talent management best practices in the corporate sector and what the other Armed Services have implemented as talent management and officer personnel reform have been top priorities for both senior political and military leaders. After establishing a best practices framework, the researcher differentiated between the other Armed Services talent management initiatives, while deciphering the unique constraints of the Department of Defense (DOD) officer personnel management system to determine what the United States Marine Corps (USMC) should adopt. This research found that the USMC is not as informed as it could be of the talent currently serving and the talents departing. Both the U.S. Air Force and U.S. Army have implemented a marketplace solution to enhance talent management and their manpower assignment process. This research provides a proposed marketplace concept, Marine Talent Marketplace (MTM). MTM identifies a Marine officer's unique talents, desires, and other characteristics that would otherwise go unidentified to the higher personnel system, modernizes the manpower assignment process, and provides key decision makers a baseline towards reaching the end state of placing the right Marine, in the right place, at the right time.
