Need For Increased Use Of Value Engineering, A Proven Cost Saving Technique, In Federal Construction

Abstract

Rising costs of labor, materials, and money have given management a sense of urgency in developing techniques that promote economical construction. Value engineering is one technique that has effected cost-savings on Federal construction projects. GAO examined value engineering activities at 10 Federal construction agencies to evaluate their use of value engineering incentive programs and circulation of proven value engineering proposals within and among the agencies.
