Data to Decisions for Cyberspace Operations

Abstract

In 2011, the United States (U.S.) Department of Defense (DOD) named cyberspace a new operational domain. The cyberspace domain provides critical capabilities that enable the U.S. Military to conduct operations in all domains (Land, Sea, Air, Space, and Cyberspace). The U.S. Cyber Command and the Military Services are working to integrate the cyberspace domain with the other operational domains in order to conduct military command and control (C2) and achieve national security objectives. To effectively integrate cyberspace operations, DOD requires situational awareness of the Mission, Network, and Adversary based on analysis of operational data in order to make timely and effective decisions. However, the DODs current capability to use data to make operational decisions does not meet mission needs within critical operational timelines. This paper discusses the data driven decision-making capabilities necessary to effectively conduct cyberspace operations and enable operations in all domains.
