Abstract

This document reflects ongoing efforts to create, evolve, and refine a new community-based approach for cyberdefense of the United States homeland. As part of the process of developing and evolving new cyber operationalconcepts and paradigms, MITRE, as the operator of DHS Homeland Security Systems Engineering and DevelopmentInstitute (HS SEDI), is engaging organizations and experts across a broad spectrum of industry, academia,and government for feedback on these evolving concepts.
