Understanding Russian Black Sea Power Dynamics Through National Security Gaming

Abstract

Recent Russian military investment in its Black Sea posture since 2014 has profoundly altered the security map of the region. While NATO has taken some steps to assert presence in the Black Sea, the United States and its regional allies may have a limited set of military options with which to further expand existing defense and deterrence measures. This project sought to identify dimensions of Russian power in the Black Sea region and assess their potential implications for Western military options during a regional crisis. The project developed a scenario-based game, drawing from research on Russian military, economic, and political activities across the Black Sea region. The game, held June 2018, explored regional allied and partner considerations in a decision to further enhance Western military defense and deterrence activities, as well as the multidimensional tactics that Russia might employ to thwart these measures.
