Abstract

Surprise nuclear attack, a bolt from the blue nuclear Pearl Harbor, is what most Americans fear and imagine when they think about nuclear war. Deterring this scenario are 400 U.S. intercontinental ballistic missiles (ICBMs), armed with 400 of the most effective nuclear warheads, ready to launch in minutes responding to a surprise attackunlike U.S. nuclear bombers or ballistic missile submarines (SSBN).
