Optimizing Army Community Service To Guide Investment Strategy
Abstract
The Army Community Service (ACS) lacks a quantitative evaluation methodology to determine the value generated by its portfolio of programs. This thesis follows a systems engineering approach to construct value models that determine the programmatic value scores based on performance. The programmatic performance supports the optimization of funding to maximize the organizations value. This thesis executes an iterative approach to incorporate the budgetary constraints from past years, attribute weights from qualitative analysis, and value scores through quantitative calculations. The Employment Readiness Program generates the most value because it satisfies more attributes than the other programs. This thesis helps identify the strengths and weaknesses of individual programs to shape training and to address areas of weakness. The thesis also supports future work that similarly explores all programs that compete for funding.
