Federal Aid in Domestic Disturbances 1787-1903

Abstract

Whenever, in the judgement of the President, it becomes necessary to use the military forces under this title, the President shall forthwith, by proclamation, command the insurgents to disperse and retire peaceably to their respective abodes, within a limited time. The Congress shall have power to raise and support armies, to provide for the calling forth the militia to execute the laws of the Union, suppress insurrections and repel invasions.
