Abstract

This Report proposes a modern system of manpower compensation for the Armed Forces. The primary purpose of the measures recommended is to provide the kinds of incentive s and conditions needed for motivation and retention of sufficient numbers of the professionally skilled officers, enlisted personnel, and civilians required by our Armed Forces today and for the for seeable future.
