Benchmarks for Success: Expected Short- and Long-Term Outcomes of National Guard Youth ChalleNGe Participants
Abstract
The National Guard Youth ChalleNGe program is a residential, quasi military program for youths ages 16 to 18 who are experiencing difficulty in traditional high school. Participating states, through their state National Guard organizations with supporting federal funds and oversight, operate the program. The program includes a 5.5-monthResidential Phase followed by a 12-month Post-Residential Phase. Each participant is supported by a mentor throughout both phases. The stated goal of Youth ChalleNGe is to intervene in and reclaim the lives of 1618-year-old high school dropouts, producing program graduates with the values, life skills, education, and self-discipline necessary to succeed as productive citizens (National Guard Youth ChalleNGe, undated).The Office of the Assistant Secretary of Defense for Manpower and Reserve Affairs asked the RAND Corporation to develop a set of measures that focus on various aspects of Youth ChalleNGe with an overall goal of improving program effectiveness. The RAND teams analyses of Youth ChalleNGe began in September 2016; ongoing efforts were expected to continue through June 2020. This report focuses on post program measures of success. The objective is to provide program staff with benchmarked expectations of short- and longterm outcomes of participants in their program, based on the outcomes of similar individuals in large, nationally representative surveys.
