Officer Personnel Management System XXI Study July 1997

Abstract

The Officer Personnel Management System (OPMS) requires fundamental change. While there are basic issues of pressing concern today, the OPMS XXI Task Force1 believes that those issues must be resolved in the context of developing an officer corps that will meet the challenges of the early 21st centuryto lead Army XXI in mastering the capabilities and functions outlined in Army Vision 2010; Joint Vision 2010; and DA PAM 100-XX, Force XXI Institutional Army Redesign. In short, OPMS must address the needs of the future as well as correct todays problems.
