Abstract

Protests that combining overhauls for three ships under one procurement unnecessarily restricts competition are dismissed as untimely under our GAO Bid Protest Regulations because they were filed after the date set for receipt of proposals. Alleged improprieties should have been apparent to protesters from the solicitation and any protest based on alleged improprieties apparent from the face of the solicitation must be filed prior to the closing date set for receipt of proposals. 4 C.F.R. 5 21.2(a)(l) (1985).
