Statement of Werner Grosshans, Deputy Director Procurement, Logistics and Readiness Division before the House Armed Services Committee Subcommittee on Investigations

Abstract

Mr. Chairman, I am pleased to appear before the Subcommittee on Investigations to discuss our recent report on the Department of Defense's system of managing physical security at United States military bases. As you know, our report on this subject was issued March 6, 1981 and essentially points out that a management system needs to be established within Defense or among the services to bring about adequate security at reasonable cost. In response to our draft report, Defense initiated action on several specific problems, but did not agree with our proposals for strengthening overall management of the program. I hope that my testimony will underscore the need for additional actions. Following this brief statement, I will be glad to respond to any questions regarding our work on physical security.
