Navy Manpower: Improved Ship Manpower Document Program Could Reduce Requirements

Abstract

Navy personnel will cost almost $34 billion in fiscal year 1987, a third of the Navy's budget. At the request of the Chairman, House Committee on Armed Services, GAO is reviewing the process the Navy uses to determine its manpower needs. This report is concerned with one part of that process - the Ship Manpower Document (SMD) program, which determines ship-manpower requirements. This report examines whether the SMD program has the necessary rigor and realism to accurately identify the minimum number and grade levels of enlisted positions in each occupational group that would be needed aboard surface ships at sea in wartime.
