A Survey of Mass Warning and Notification Systems
Abstract
This document reports on work done by the Institute for Defense Analyses (IDA) for the Office of the Program Manager, Information Sharing Environment (PM-ISE), Office of the Director of National Intelligence, and for the Office of the Deputy Chief Information Officer (DCIO) for Command, Control, Communications, and Computers and Information Infrastructure Capabilities (C4 and IIC), Department of Defense (DoD) Chief Information Officer (CIO). The objective of this project is to assess the current state of communications interoperability between DoD Public Safety and Emergency Management (PS/EM) entities and United States (US) civilian PS/EM entities and how that is likely to change as the next generation of public safety information systems is implemented across the nation. Specifically, IDA was asked to execute a survey of the major DoD systems that participate in the national public safety communications backbone to identify approaches that could be leveraged to achieve a high degree of harmonization and integration. This survey paper discusses only the major mass warning and notification systems employed by the civilian sector and DoD to alert individuals. It contains relevant system descriptions, discussions regarding interoperability potential, observations, and conclusions. Subsequent white papers will survey other types of systems (e.g., Computer Aided Dispatch).
