U.S. General Accounting Office Supplement to Congressional Budget Office Background Paper on Reducing the Federal Budget: Strategies and Examples

Abstract

One possible means of reducing the cost of public assistance programs would be to establish a nationwide monthly income reporting system, along with a one-month restrospective account system. In the current system, the various programs use several different accounting periods. The Supplemental security Income (SSI) program calculates benefits on the basis of income expected over the coming quarter (quarterly prospective), the Aid to Families with Dependent Children (AFDC) program has no specific rules but is usually monthly prospective, and the food stamp program is monthly prospective.
