Some Comments on Total Package Procurement

Abstract

In 1965 the Air Force contracted for the C-5A aircraft under a new procurement technique called the Total Package Procurement Concept. This concept, commonly referred to as TPPC, is an outgrowth of attempts by the Department of Defense to institute competition into the procurement of major weapon systems.
