Military Aid to Civil Authorities. Domestic Disturbances

Abstract

The employment of Federal troops to aid the civil authorities involves so many considerations outside the ordinary scope of the average army officer's training and experience that the duty is looked upon with apprehension and awe and the thought that unintentional mistakes in the painstaking performance of a most delicate duty may afterwards involve may afterwards involve personnel in criminal or civil prosecution where harm was not intended, emphasizes the necessity of having explicit instructions readily available in case they may be needed. This is especially true in this Corps Area where the potentialities for the employment of troops in domestic disturbances are high. This analysis oi the occasions calling for application of the principles involved in the employment of Federal troops in aid of the civil authorities is intended to supply the necessity for a guide for military personnel in this Corps Area who may be called upon to function in connection with domestic disturbances' either in the Second Corps Area, or elsewhere.
