Repairs and Alterations of Public Buildings by General Services Administration - Better Congressional Oversightand Control Is Possible

Abstract

The General Services Administration manages a program of major repairs and alterations to public buildings. The Public Buildings Act requires General Services to obtain approval of the Senate and House Committees on Public Works for each project estimated to cost over $500,000. However, the Congress has not had much control over how the funds for these projects are used. This report recommends actions which should provide the Public Works and Appropriations Committees better oversight and control over repairs and alterations while allowing General Services flexibility in managing its program.
