Information Security: Need for DoD Inspections of Special Access Contracts

Abstract

On July 24, 1986, we testified at a hearing held by the Subcommittee on Oversight and Investigations, House Committee on Energy and Commerce, on the Lockheed Corporation's control of classified documents for a special access program. Our testimony focused on (1) Lockheed's poor document-control system over classified special access documents, (2) the Department of Defense (DOD) program office's ineffective oversight over document control, and (3) the control and oversight provided Lockheed's regularly classified programs.
