Statement of Robert M. Gilroy, Senior Associate Director National Security and International Affairs Division before the Subcommittee on Legislation and National Security of the House Government Operations Committee

Abstract

We are pleased to be here today to discuss two issues of vital interest to the Department of Defense. The first issue involves the status of DOD efforts to ensure the retention during hostilities of essential civilians overseas who support military weapon systems and equipment. The second issue involves contractor depot level maintenance of military systems and equipment in the U.S.--the process of determining what depot maintenance activities will be performed by commercial contractors, and the high cost of acquiring these services given the large amount of noncompetitive sole source contracting which is currently used.
