IDA's Recommendation on an Alternative Methodology and Approach for Joint Staff/J26's 'Enterprise Resolve'

Abstract

A number of rapid acquisition approaches employed in the commercial world (and some specifically focused for application within theDepartment of Defense) enable fast-paced development cycles that can respond swiftly to changing customer requirements. A tailoredversion of the 'agile' methodology, currently used in the software development community, offers the opportunity for the Joint Staff J2 toimplement timely development and acquisition processes responding to urgent Combat Command needs. These processes can supportflexible and effective test and evaluation planning activities for future Enterprise Resolve exercises (formerly known as Empire Challenge).
