Staffing Cyber Operations (Presentation)

Abstract

The Cyber Mission Force (CMF) represents a major force structure planning and programming effort to build cyberspace operations capability. IDA was asked to examine and evaluate the current and projected use of military and civilian personnel in the CMF. The research included an examination of current cyber space doctrine, tactics, and other relevant concepts of employment for the CMF to apply DoD procedures for determining workforce mix found in DoDI 1100.22, Policy and Procedures for Determining Workforce Mix. Additionally, we used CAPEs DoDI 7041.04, Estimating and Comparing the Full Cost of Civilian and Active Duty Military Manpower and Contract Support, to estimate the manpower costs of the CMF staffing plans developed by the Services and the alternative staffing plan developed by IDA. The framework in DoDI1100.22 was augmented by a legal framework for identifying those CMF positions that meet a legal definition of direct participation in cyberspace hostilities. Although the analysis indicated that DoD could potentially achieve considerable manpower savings by more closely following the procedures found in DoDI 1100.22, additional information is required to understand the ability of any of the workforce mixes examined to accomplish its mission.
