Assessing the Role of the Military in National Cybersecurity Efforts

Abstract

The age of expanding globalization created a security environment strongly associated with the information security of the digital world. The cyber domain is creating enormous opportunities for adversaries to conduct actions for their benefits and to harm governments and individuals. Nevertheless, the strategic dynamics of the cyberspace is an opportunity for states to impose their all instruments of national power over their competitors. Fundamentally, societies are becoming more technologically reliant than ever before. The protection of cyber reliant critical information infrastructure is a paramount concern for the whole nation. For any state, integrated and comprehensive approach to security and information management should be based on a whole of government basis. Cybersecurity is becoming a challenge for national security and requires collaboration between governmental and non-governmental entities. A whole of government approach concept will be an act of unity of effort between all stakeholders to maximize a collaborative unity of action to counter cyber threats. The significance of understanding the role of the military in national cybersecurity efforts precisely, capabilities that could be provided throughout the entire process of national cybersecurity framework is essential to ensure adequate roles and responsibilities to protect cyberspace. In this thesis, the author discussed the emerging cyber threats, the importance of cybersecurity, and the role of the military within cyber committed countries, and the possibility of national cybersecurity strategy formulation by the military. The objective of this research is to determine should Ministry of Defense of BiH leads national cybersecurity efforts.
