URET Daily - Use Metrics and Benefits Analysis

Abstract

The Free Flight Phase 1 (FFP1) Program is designed to provide benefits to National Airspace System (NAS) users through the limited deployment of the core capabilities of several decision support systems by the year 2002. One component, the User Request Evaluation Tool (URET) will be implemented at seven Air Route Traffic Control Centers (ARTCCs). Currently, a URET daily-use (DU) system is operational at two centers: Indianapolis (ZID) and Memphis (ZME). Both facilities are operating 22 hours a day 7 days a week. Since February 1999, The MITRE Corporation's Center for Advanced Aviation System Development (CAASD) has been systematically examining the use of URET at ZID and ZME on a monthly basis. CAASD is also assisting the sites in planning benefit-producing evaluations. CAASD is collecting URET data and analyzing the tool-generated metrics to determine how the URET system is being used and what additional benefit-producing activities can be performed at the centers. This data analysis has been augmented with on-site observations of URET operations at both sites. This report documents the analysis results to date. This activity will lead to the establishment of a process that will be used at the other five FFP1 URET sites to integrate URET into their operations more quickly, thus providing early user benefits.
