Engineering a Complex System: A Study of the AOC

Abstract

The engineering of the Air and Space Operations Center (AOC) resists the application of traditional systems engineering approaches. More like an enterprise (with multiple sets of stakeholders representing separate fiefdoms and principalities, differing funding sources, and different management structures for the component pieces) than an airframe or a tank; the AOC is actually a complex system in the manner described by complexity science.by complexity science.
