Ethical Issues Pertaining to Senior Enlisted Promotions

Abstract

Promotion to SGM was centralized January 1969, MSG March 1969 and SFC June 1970. Before being centralized, Soldiers were promoted according to position vacancies, deleted requisitions and quotas. Under this system a Soldier would be ineligible for promotion unless a position vacancy existed at his assigned unit. This requirement created a right time/right place situation that did not afford equitable promotion opportunities for all Soldiers. The senior enlisted promotion system renders system affords promotion opportunities on a nondiscriminatory basis Army-wide.
